restart instead of shutdown

Hello,

I'm having problem with win2000 Professional,
when I choose shutdown button, it can't shutdown but it always restart PC.

I am having the exact same problem on a Dell Inspiron
7000. I recently wiped off 98 and installed 2000. The
laptop will shutdown when it is undocked but when it is
in the port replicator, it will only restart even if I
choose shut down.
