Win2000 Explorer is missing menus, address line, toolbars

My Windows Explorer no longer shows menus or toolbars
across the top in any window that is opened, including the
folder for Control Panel or any folder that is opened.
Does anyone know why?

Open up Regedit

go to key
HKCU\Software\Microsoft\internet Explorer\Toolbar

under here are three more keys,
Explorer
Webbrowser
and Shellbrowser

Deleting all three restores the defaults and your toolbars and menus
