Win XP Pro Refreshing

I use Win XP Pro at work and home. I use a network at
work and have two computers networked at home.

When I have Windows Explorer open every few seconds I get
an hourglass. I figure Windows is refreshing.

Is there some setting to stop this?

cursor turns to an hourglass.

The only thing I can think of it's refreshing.

This happens both at work and home.
