Win XP Home-Software Setup Setup Program

What is the purpose of this program? When is it used? I'm
not new to Windows, just to Windows XP and found it in the
All Programs menu.

It must have been put there by some third party software you installed
(possibly one that monitors installation of programs so as to support a
'clever uninstall'). It is not a standard item
