WIN XP - Home problem

I am working on a newer computer with Windows XP Home. It
will let me log in as my user or the other user on the
machine but when I am logged in, no icons appear, no task
bar, I cannot right click on the desktop.

I can however, ctr-alt-del and start programs that way so
I know everything is still there.

Can someone help me on this one please?
