Open Control Panel - select Power Options - look for a tab labeled APM -
place a check in Enable Advanced Power Management.

A probable cause is that your installation found the BIOS does not
adequately support the 'Advanced Configuration & Power Interface'
(ACPI). It then installs the older APM, but leaves it disabled. Go to
Control Panel - Power Options, and if there is an APM page, check
'Enable APM' on it.
