Win Update repeats same critical update file

I am running Win 98SE. Windows update scans my system and recommends updating
critical update 823559, even though i have downloaded it a dozen times,
apparently successfully. Can someone point me to a fix?

If not, then please repost in the update group. Microsoft personnel
are there to help solve update problems.
