WIN not working and can't get Microsoft Windows Updates or use Res

I use Windows XP Home Edition Version 2002 Service Pack 3

When goint to the System Information Window, I am getting a "Can't Collect
Information" Message and then I get " cannot acess the Windows Management
Instrumentation software. Windows Management files may be moved or missing."

Also, it takes several minutes to view what is in "My Computer" window.
Then when I go to "Save As" a file I cannot chose what directory to save it
in ... the window freezes. This also happens when I right click on a file to
try and use the "Send To" command. It says something about a Server Problem
in the Title Box of the frozen window.

Also, the Icons for my two Network Adapters[1394 Net Adapter and Intel
PRO/100 VE Network connection] do not appear at the bottom of my desktop
window as they had before.

Finally, I tried to restore my computer to an earlier date when I did not
have these problems, but after going through all of the steps, I received a
message that said the computer could not be restored to that date. A day
later that restoration point did not appear again.

Please let me know what I can do to get my computer back to normal.

As a general rule the first thing to do is to check for "malware".
Next figure out (assuming you have two network adapters, which one you are
actually using, and disable the other one.)
From this point, you end up looking into each problem you have one by one.
Safe mode ant task manager are perhaps the first tools to use in your
effort.
