Win. ME/XP reinstall

I need to do a clean install of Windows ME and XP upgrade Home Edition
and permanently erase all data from the hard drive.

The Microsoft website says I need to a create an ME startup disk first.


Using the directions they give me to create a startup disk doesn't work
because I upgraded to the XP Home Edition 2 years ago. Or is the
startup disk really necessary?

They also say I need to insert a bootable CD. What does that mean?

Should I be uninstalling Win. XP first?

My computer is a Dell Dimension 4100 and the Operating System disk from
Dell says: Reinstallation CD.

I'm afraid to do the reinstall until I understand the startup disk
part.

Any help will be appreciated.
