Win LT modem problems

After upgrading to Windows 2000 from NT, my WinLT modem
quit working. When querying the modem in Device Manager,
I get a "Port already Open" error.

I believe the problem is in the OS assignment of the com
ports because if I try to select any port from com3 to
com256, I get the same message.

I also tried a USB modem that I had and got the same
problem.
