Win 2K Pro wont display login prompt

Heres a WEIRD one:

Win2K Pro SP4 running in a workgroup.

Cold Boot the PC and after Windows is done with booting, all you get is
a blue background and the mouse cursor. CTRL+ALT+DELETE sequence does
nothing. Windows key does nothing. Pressing F keys do nothing.

If I start the PC in SAFEMODE, I do get the expected login screen and
can login normally. Looking around all looks fine. I am able to ping
and access the nmachine from another PC on the network after entering
the appropriate user account info.

I did a BOOT Log and looked through but didnt notice anything odd.

I looked through the AVG virus log and notices that it did detect a
'Trojan HOrse DIaler.17.M' in a NEWDOT.dll file. I have removed NewDot
according to the instructions yet the problem remains. Doing a online
scan from TrendMicro revealed a virus (HTML MHTREDIR.A) in a temp
internet file, but that has now been deleted as well.

Here is what you can try. Boot through the safe mode. Copy a utility called
msconfig from a windows xp or windows 2003 machine to this machine. Open
msconfig. Go to startup items and click on disable all. Go to services and
MAKE SURE U CHECK HIDE ALL MICROSOFT SERVICES OPTION. Then, click on disable
all and reboot the machine in normal mode. This will disable all the third
party services. If you are able to boot through the normal mode, then it is
evident that some third party software was causing some problem. Then, you
can enable all the services one by one to figure out the real cause. In case,
msconfig does not work, u can again enable all the thrd party services with
msconfig in safe mode. Then, I'll advice you to run an online virus scan from
www.trendmicro.com.
 
Well, this is an interesting problem! I did as you sugested, and still
end up with only a blue screen and no input interaction. By that, I
mean right clicking mouse results in nothing, pressing keys does
nothing, except, pressing the BACSPACE key does result in the Windows
'ding' sound being played.

I have run both the grisoft virus scan as well as a House call
@trendmicro. As I mentioned, AVG had reported and quarentined a temp
internet file with the TrojanHorse Dialer.17.M and Trend found a HTML
MHTREDIR.AR in a newdot.dll file. Both have been removed and the
system reports clean.

I have also tried the Windows Repair option to no avail (Does it ever
work? I tried it on a different system that had failed a os load and I
ended up doing a reformat)

It would be helpful to know exactly the files that are being loaded in
order during boot just before one is presented with the "Welcome"
screen instructing you to press Ctrl-Alt-Delete. If i knew the files
involved I could replace from a working machine

You may be right. There may be some file version mismatch and doing an
in-place upgrade would be a better option than manually replacing some files.
But you must not do an in-place upgrade on a domain controller. Is it a
domain controller?
Here is a workaround. Boot in the safe mode and uninstall and remove all the
hardware that is not needed such as nic card, printer, usb device,sound card,
tape drive. Then try to boot in the normal mode and if this succeeds, install
all those devices one by one and then find out which device is causing the
problem. You may also try running a chkdsk /f.
