Win 2003 Server Std wil not add additional CALs

I cannot get our server to add new Licenses in the licensing it states
License Logging Service is not running.

Setup as a simple File Server, No Domain, Per Server Licensing Mode.

Open computer management, expand the services tree,
and make sure that the license service is set for automatic
startup, and is in fact started.

If the service fails to start, there will be an event in the event
log listing the reason.

That allowed me to change the number of connections but should I also have to
enter the product code for the 5 additional licenses ?

If you are going to use the license logging service you should enter
the correct license count.
