Per Seat Licensing

I have a Windows 2000 Server in a workgroup environment
which is set up for Per Seat licensing. After purchasing
additional CALs, I attempted to up the Per Seat CALs in
the licensing utility. When I try to access the licensing
utility, I get the following warning message, "To open
Licensing, you must be an administrator of the domain on
which licensing information is stored for your network.
If you are the server's administrator, use the Licensing
option in the Control Panel to manage licenses on this
server."

Problem is, the server is in a workgroup environment and
not a domain. Also, this is occurring while logged into
the server under the built-in administrator account.

The License Logging service is flaky at best. Many people opt to just
track their licenses on paper.
