Win 2000 server will not shut down completely

After installing MS Exchange 2003 on our Win 2000 server,
the server does not completely shut down. The display
reads "windows is shutting down". It does not freeze. The
power button must be pressed to shut it down.

Any insight into this would be helpful.

I'm familiar with instances like this where the Exchange System Attendant is
taking a long time to shut down which could make the system look like it's
taking a long time to shut down.
Stop the Exchange SA service before shutting the machine down and note if
the time of the shut down decreases back to normal.
I have it on good authority that this will take care of the slow shutdown
process.
