Will not load beyond Welcome screen

PC will not fully load windows.
Welcome screen appears.
Select any user on list.
The system begins loading preferences, and then promptly
saving preferences.
Suspect system is infected with virus.

Thank you for your response.
I have attempted what you describe.
I get an error message that "\windows\security\templates"
is missing.
I am unable to boot the machine in safe mode to add the
directory.
Safe Mode logon attempts have the same error as
previously reported.

Can you make a DOS boot disk and add the directory that way?
