Outlook is not an upgrade to Outlook Express, at least in the terms of how
you upgrade eg Word.
It is a completely seperate application.
Once Outlook is set up, in OE export mail to OL, in OL import addresses from
OE.
(If in OL you import the mail, all dates will be changed to the import
date.)
It's not an upgrade; Outlook and Outlook Express are separate programs. You
can use Export from within OE to migrate your messages to Outlook.
