Why would jpg's and pdf's be blocked to some users?

A couple of our users can suddenly not open jpeg's or pdf's in their emails
using Outlook 2002. They have not done any recent changes to the best of my
knowledge.
 
Do they receive an error message? What does it say? The contents of the
error message are likely the key to the problem.
