Outlook 2007 and jpg's

I have recently upgraded one of our users from Office 2003 to Office 2007 and
she is experiencing some problems with Outlook. First of all, she is saying
that it is very slow, that when she first opens Outlook it takes 3-5 minutes
to open and then anouther 3-5 minutes to bring in new email. Second, she had
someone forward her an email with jpg's as attachments, but when she opened
the email, they were embedded in the email instead of attached. I sent a
test message with jpg's as attahcments and she got them as attachments. Is
there some new behavior in Outlook 2007 where jpg's get embedded in the email?
Any and all help is greatly appreciated.

Did she create a new profile as part of the upgrade? Also, see this:

Whether or not an image appears in the Reading Pane or as an attachment is a
function of what the sender does, not a recipient-side setting.

Thanks for responding Brian, but I need a little more clarification. The
user that received the jpg's in the body of the email also received the same
email to her yahoo account and the jpg's were attachments. As well, the
person that sent the email, sent it to another user in our company that has a
Mac with Entourage, and the jpg's came as attachments to her. Do you have
any idea what the issue is?

Every mail client interprets the message differently. I don't think you can
guarantee what the receiver sees regardless of his or her mail client.
