why wont web pages load...

You need to provide a little more information...

1) What error do you get when opening a site?

2) Do you notice any strange behaviour when IE is trying to connect to a
site (watch the progress bar at the bottom of the screen)

3) What settings did you change?

4) What is your IE version ie version 6 or 6 SP1

5) Your Operating System

I am using Microsoft Windows XP Professional and IE version 6 SP1. No error is shown when opening a site. On the bottom left corner it says "Connecting to site 66.218.71.198" and the progress bar goes to 4 bars. The screen of IE itself is totally blank. I didn't actively change any settings (maybe they got changed because i disabled some startup programs under msconfig. But when i went back to msconfig those programs were checked back anyways. I have no idea what to do. Your help would be greatly appreciated.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.

You can also try this:

Go to Start/run, and type SFC (SFC /SCANNOW for Win2K or WinXP).
Choose 'Extract One File From Installation Disk'.
Type oleaut32.dll, not worrying about its location. Then, click Start.

Next to 'Restore From', type in or browse for the file's location, which is
probably in the Win98 folder of your installation CD-ROM (typically
D:\Win98), or in your Windows\Options\Cabs folder, as the case may be.

Then, next to 'Save File In', enter C:\Windows\System, and click OK. System
File Checker looks for the file, saves it as you requested, and then tells
you that 'the file has been successfully extracted'.

You may need to reboot.

I followed your advice and it worked. Thank you so much. It is great to know that there are people out there that help others just for the sake of helping, without any selfish motives.
