Why won't my shortcut accept a valid URL?

WinXP Pro SP2
IE 7.0

I am trying to create a shortcut to get to my timecard on our company
Intranet. If I type or paste the following URL into the address line of my
browser it works correctly:

http://sbagibraltar.sba.etasgroup.com/Timecard.do

When I try to create a desktop shortcut with that URL in the Target box, I
get an error that states, "The name
'http://sbagibraltar.sba.etasgroup.com/Timecard.do' specified in the Target
box is not valid. Make sure the path and file name are correct." This same
shortcut worked correctly on my previous PC so I'm baffled as to why I can't
get it to work now.
