Why wont FP open Full Screen ???

All of a sudden, FP2k started opening to only 2/3's or so of the the screen.

1 - How can I get FP to open in Full Screen or "Maximized" ...

2 - And, how can I get Help to not reduce the FP screen size and just pop up
over FP... like most other Help Pages... it always reduces the FP screen to
2/3 or so and pops-up behind FP... drives me nuts.

Thanks for any help.

Once open, make full screen, then close the application.
