Why won't e-mail go out when on a wireless connection?

Hi, and thanks for your help. I'm trying to figure out
why my Outlook 2000 won't send mail that is in my outbox
when I'm connected to a public or a friends wireless
network. Can someone help?

some times this happens to me in office xp
try clicking on the emmail it says not sent then
send /recieve, or in email option autosend rx every x
times
