Why won't clip art copy into my email?

When I try to paste clipart into a personal email, it won't copy the picture,
but inserts it as an attachment. How do I get the picture to copy over? I
have my mail format set as rich text, and it still does it. I also don't
have clip gallery or anything similar in my dropdown box when I choose
"insert object" when composing a new message. I'd like to set up a clip
gallery.

have you tried to use HTML Format?
 
Nope, didn't work. That just changed the location of where it put the
attachment (from the body of the email into the attachment line). It comes
up as an .wmf attachment when I want the actual picture to copy over. What
else can I do? I have Outlook 2003 at work, and have no problem with this
there.
