how do I add "clip art" to msoft outlook 2003 toolbar?

In microsoft outlook 2003, when sending a message, I used to have clip art as
a tool under insert. It is no longer there and I cannot figure out how to
get it back. I believe it was an option off of picture but there is no arrow
there now. I know you can get clip art from excel but I would rather use it
from microsoft office 2003.

Set Word as your email editor;
Tools-> Options-> tab Mail Format
