why synchronize folers?

I have the mirror image of what Changogrande described (unable to receive
messages). I receive my mail just fine but every few times I send messages,
Outlook hangs and an icon in the system tray says it's synchronizing folders.
It often hangs so long that the program "timesout."

Like the other poster, I have just one computer (no network), but I never
leave mail on my ISP's server. I download everything.

This problem began to occur shortly after I was notifed to download and
install a "security fix"/spam filter to Outlook. Any ideas?
 
What version of Outlook are you using? Are you using anti-virus software
like Symantec/Norton?
