Unable to send outgoing mail- stuck "synchronizing folders"

I have fairly new (less than 1 year old)PC with XP Media Center and Office
Outlook 2003 SP2. I am using Time Warner Roadrunner with a wirelss home
network using Linksys 54G router and USB device.
Suddenly this week, I am having major problem sending e-mails. I receive
fine. When I send an e-mail Outlook just hangs - plus I see icon on tray
that reads "Microsoft Office Outlook is synchronizing folders". Occasionally
if I wait long enough, the e-mail eventually goes but usually I just get
error 0x8004210B.

I've called Time Warner (1 hour on phone - useless)
I've called Dell (2 1/2 hours on phone -worse than useless!!! I WILL NEVER
BUY ANOTHER DELL PRODUCT BTW)
 
Have you run Detect and Repair on Outlook? Have you tried running
scanpst.exe? Also, how big is your .pst file and are you using the new
format or the old format for this file?

-Yes, I ran detect and repair on Office- no help
-I also ran scanpst.exe which found and corrected a few errors, but it
didn't help
-My .pst file is abbout 200 M
- I am using the new format for pst file

I have also tried running outlook in safe mode but that also made no
difference either
Any help you can give is greatly appreciated.
 
What do you have defined for your send/receive interval? It should be no
less than 10 minutes.
