Why is the work offline option missing in the file menu for pop3?

We use a pop3 server for our email. A user came to me with a problem of
Outlook 2003 being offline with no way to change that. Normally that is an
easy fix, just go to file and uncheck work offline. But, that option is
missing in the file menu and it is also missing from the icon in the lower
right hand corner of Outlook. There is no triangle next to the icon in the
corner. How do you fix this in Outlook 2003 for a pop3 account? We do not
use an Exchange server and every help out there on the internet is for
Exchange which does not apply to a pop3 account.

By nature of how pop works, offline is not necessary. It's online when its
checking for new mail or sending mail and offline the rest of the time. If
you want to stop automatic mail checks, disable it in Send and Receive
settings. (Ctrl+Alt+6)
