Why is Outlook suddenly blocking all access to the internet for me

I upgraded to Explorer7 over the weekend. Now I can no longer access any
internet sites directly from Outlook. Neither my "Favorites" will work nor
can I type http addresses in directly without getting an error message
telling me that I cannot perform "this operation due to restrictions in
effect on this computer". How to I restore those permissions?
