Why is Outlook loading/downloading so slow?

When I start Outlook, it is vaery slow to start and then very slow to
download new emails. I have re-installed from the CD, but this does nor
change this problem.
 
Version of Outlook?
Type of mail account?
Since when is it slow?
What did you change before it turned slow?
