Why is my Wallpaper is covered?

Well...Since I have been trying everything...and more than once...my problem
has disappeared! Unfortunately, I don't know exactly what did the trick! It
seems that it could have been some work with HiJack This, or by rerunning
SmitFraud. In any event, the troubling problem is now gone. One
comment...in doing some of the scans in safe mode, I could not log in to the
problem profile, so had been logging in as local administrator. For future
reference, should that matter?

In some cases, yes. In other cases, no.

When cleaning the User Registry, you have to be logged in as that user.

When removing files Safe Mode is best because it loads a limited set of the OS.
