Wallpaper vanished.

I emptied Norton recycle bin and all of a sudden my wallpaper went to a blue
screen. All the icons, toolbar, and all are still there and functioning
normally. When I go to "properties" and select desktop, my wallpaper shows
up there, it's just not getting on the desktop itself. Can anyone let me
know how to get the wallpaper to appear again?

See if this command helps, from Start/Run:

regsvr32 /i shell32.dll

Restart Windows.
