Why is it so?

Now this is weird, but there it is.

As we know, when you put the cursor over 'All Programs' in the start menu we
get a list of all programs. Now a lot of these programs in the listing have
a drop down arrow on the right, fine, so far so normal!

My friend is telling me that there is an arrow next to his control panel
selection in 'Start menu'.

So now when he selects 'Start' and puts the cursor over the control panel
selection, control panel opens up just like putting the cursor over the "All
Programs'

Can someone shed some light on this and how to revert back to normal.
I've not known of this happening to anyone before.

right click the start button
properties
customize.............advanced

now look down the list and you will see that certain start items can be set
to display as a menu.......which means that when you move your mouse over
them a menu will open.Take your pick of which programs you wish to have/have
not like that
