Why is Exchange is in Recovery Mode?

Every time I open my outlook I receive a window that reads,

"Exchange is currently in recovery mode. You can either connect to your
Exchange server using the network, work offline, or cancel this logon."

I do know that my exchange mail box was "supposedly" deleted, but when I
checked on it myself, it was still there.
Whenever I choose connect, I can receive both exchange mail and pop3 mail
(we have a third party pop3 account), but when I work offline, I cannot
reeceive exchange mail. Why is this happening and what do I do to stop it
and prevent it from occuring again?

If your description is accurate that your mailbox was recreated, then the
offline information store (*.ost) on your workstation knows that something
isn't the same. Outlook is giving you the opportunity to start offline and
export to a personal folders file (*.pst) whatever doesn't exist currently
in your online/connected state to the exchange server.

Once that is done, you need to create a new OST file for your Exchange
profile. This can be done thru the mail applet in the control panel.
