Why IE downloads & executes any binary file w/o permission?

What happens is that IE will download an executable
binary (it might be a dialer/virus or whatever) and
executes it in the users context!

I could not believe such thing is possible...

Well that link was all in German so it was no help to me
at all...

However when I've tried to download "binary" files and
other files for Linux through Windows & IE, it downloads
it in text format purely because that's what it actually
is, and it doesn't recognize it as an actual file.

This is probably of no help to you whatsoever, but
anyway...
