Why have my outlook accounts stopped receiving and sendding?

My outlook accounts have stopped receiving email messages and I cannot send
messages from Outlook. Web Mail seems to be working OK but even there the
"forward" message function is malfunctioning and the incoming messages have
stopped automatically being forwarded to Outlook.. When I manually forward a
message, the forwarded message is empty.

Where is your mail coming from? Is it a mail server in the office? You
mention that even the web client is having problems which could point to
bigger issues.
