Why Email attachments don't get to 1 user

What would cause all emails from my PC that have an
attachment (jpg or pdf) to always get to one other PC
minus the attachment, though a second receiver of the
same email is then able to successfully forward that
email with the attachment to that same PC? Details: I've
checked that both receiving PC's are set up identically
in OUTLOOK, XP, critical updates, Norton Anti-Virus and
Zone Alarm. The PC that doesn't get my attachments has
no trouble getting attachments from evryone else. My
emails containing attachments show up on that PC
as "Content-Type: multipart/mixed" rather than "Content-
Type: application/pdf" for example.

One possible reason is that you are sending the message in Rich Text
format -- another Outlook user will be able to interpret that message just
fine, but a non-Outlook user won't because the Rich Text format is
proprietary to Outlook. So if you send in Rich Text format to User A, who
is not using Outlook, the Rich Text formatting is stripped and likely put
into a "winmail.dat" attachment (I don't know if this ALWAYS happens), and
any attachments you may have sent are lost. But if you send that same Rich
Text message to another Outlook user (User B), and he forwards that message
to User A in HTML or Plain Text format, User A receives it as intended.

Thanks. Would what you said apply if Receiver/user B has Outlook installed but uses OE 6 for all email whereas Receiver/user A has only OE 6?

If User B is receiving the message fine, you're probably not sending the
message to him in Rich Text format, or you have Outlook set to always send
to that user in another format such as Plain Text. Are both users in your
Contacts folder? If so, do the following for each: Open the contact record
and double-click the e-mail address. You should get a dialog box called
"E-mail Address Properties". There's usually a dropdown in that box that
specifies whether you want to send to that user in a specific format or if
you want Outlook to decide the best format. Any clues there?
