Why don't I receive a confirm e-mail when adding a new address

I successfully added a second e-mail address Using Tools from the same ISP
but I did not receive a confirmation e-mail (and no error messages). Why
can't I get a confirmation e-mail? Also, when I send to that e-mail address,
it does not arrive in my Inbox.

Presumably that it Tools in Outlook? Have you set up this second email
account with your ISP?

Why should you? Did you click on the "Test account Settings" button? If you
did, and haven't created the account with your ISP then you won't get a
"confirmation" email.

Again - have you set this up with your ISP? (And NOT just in Outlook)?
