why doesn't the theme I am using work in the internet browser

Having created a simple web page in frontpage 2003 , the theme doesn't work
when veiwed in internet explorer or aol.
Any ideas what I am doing wrong please ?

FP themes require use of a FP web, not just a page
File New Web/Site not File new Page
