Why doesn't outlook open from within Internet Explorer?

I am having a problem opening Microsoft Outlook 2003 from within Internet
Explorer. Checked programs Outlook set as email program. Checked Outllok and
it is set a default mail program. I can open Outlook from menu but cannot
open from Internet Explorer link in browser.
