Outlook 2003 has dumped messages from Microsoft Developers Network into my
Junk Mail folder several times. Why? Shouldn't a Microsoft spam filter be
able to check the legitimacy of Microsoft's own mail?

Outlook doesn't have a spam filter, just Junk Mail list and your rules. Check
them both for incorrect entries. This can happen since it's not perfect.
That's why you should check the Junk folder.

Mary's wrong when she says Outlook doesn't have a SPAM filter. The filter
for older Outlooks was poor and Outlook 2003's is better, but not as good as
a third-party filter.

However, to address your question, just because a message appears to be from
the MSDN doesn't mean it is. Why should those addresses get a free pass?
Something in the body of the message is triggering the Junk Mail filter.
You can protect against it by adding the MSDN domain to your Safe Recipients
list.
