Why does the camera/scanner wizard start for no reason?

For about the last week, the camera/scanner reason has started for no reason.
This happens at different times & when using different programs. There seems
to be no particular cause for it starting. Also, is there something that can
be done to stop this from occuring?
I have Norton AV 2005 installed. Other than updates from Microsoft Corp. &
Norton, I have not dowmnloaded anything.
