why does it print multiple copies of the background picture?

When I create a document and add a background picture (through fill effects)
when I print it to pdf or to a regular laser printer, it prints the picture
at a small size multiple times on the page. When I do a print preview it
only shows the picture once (as I intended) but when I actually print it
seems to duplicate it at a tiny size.
