why do some of my messages not get archived?

Autoarchive acts on the date the item was modified, not created. If you have
modified items you wish to archive, manually move what you wish to your
archive folder(s).

How do you know they meet the rules. Do not compare the received date,
since that's not the date Outlook uses.
