Why do some explorer toolbar buttons have text and others not?

Group,

I'm building a toolbar and trying to decide between using text with the
buttons or not, or possibly providing a switch.

MS appears to have gone half-way with this.
Is this somehow following a UI standard?

One particularly onerous example is the back and forward buttons.
Why is there text for the back, but not the forward button?

It's probably just there to make the more commonly used buttons bigger.
