Why do my attachments get inserted into the text window?

When I insert a file into an outgoing email in outlook, the attachment gets
automatically place within my text box. How do I make them show up above the
text window (below the bcc box)?

Use Plain Text or HTML - Rich Text Format places the attachment where your cursor is.

Change your Email format to either Plain text or HTML.

Microsoft has a page that explains this with a few pictures:

Messages that have attachments are identified by a paper clip icon
in the message list. Depending on the format of the message that you
receive, attachments will appear in two different places in the message.

If the message format is HTML or plain text, attachments
will appear in the attachment box below the Subject line.

The format in which a message is composed is indicated in the
title bar at the top of the message.

Your Outlook is set to use the RTF format for creating email.
- Open your TOOLS menu
- Select OPTIONS
- Select the MAIL FORMAT tab

It is in this window that you can change your message format
from RICH TEXT (which is RTF) to HTML or PLAIN text.
