Why do I receive attachments as "Read-Only"?

When I receive attachments, they are "read-only". What needs to be done to
correct this?

That's done on the sender's side, I believe.
 
This is what I thought at first but then the person next to me opened the
same attachment without the Read Only attribute.
 
are you opening the message by double clicking in the preview pane? how does
your seat mate open their attachments?
