why do all folders/dialogs display in reverse alphabetical order?

so starting yesterday all of my folder views through my computer, windows
explorer, open and save dialogs are all displaying in reverse order. I have
to right click every time I open a new folder and choose "arrange icons by
name" to get it to correct itself. Then I will move into a new folder and it
reverts again. It is getting ever so annoying and frustrating. Anyone know
why it might be doing this? And how I can fix it?

Once you have corrected one folder, go to

Tools > Folder Options > View > Apply to All Folders
 
So it turns out that fixed all my folders and explorer windows, BUT not
common dialogs (save, save as, open, etc)

Any ideas what to do about those? Thanks.
 
Click X on titlebar of a FOLDER window sorted how you want the File Save dialog to be sorted. This sets the System Default sort, of which there are a million other sorts that mostly override it in a folder window (as Apply To All sets three different settings - Folder Defaults, Type of Folder Defaults, and individual folder setting), but File Save As dialogs only use System Default settings.
