Why didn't everything import from a site designed with Homestead?

I designed a website with Homestead and then opened a site in FP2003 and
imported the first site into FP. Why is it that when I open the imported
site in FP it doesn't contain all the elements that were created in the
original site? The navigation buttons are missing and the pages are out of
alignment. I need to have my FP site up by the end of the month.

Importing will only get those elements seen in the browser, following
non-scripted links from the home page. Import will NOT get:

files used in themes, except those directly referenced on pages such as
background image - the images the navigation is based on will not be
downloaded.
FrontPage navigation view - this will result in total loss of navigation
Shared border files (though the shared border contents will be in the pages
imported, then lost when you open the page in FP.)
Include Files - as for shared borders
Databases
server-side scripted pages - only the resultig HTML will be downloaded, not
the script
Hit counter count files
Form results files
etc, etc

If the website has FP extensions, open the online web in FrontPage, and
File->Publish to a folder on your hard disc.
If there are no extensions, use a third party FTP program to download the
site to a folder, then open in FrontPage.
