Why did Microsoft place a Url usage restriction for the 811493 Security Patch?

While I was reviewing microsoft windows xp security patches
I came across a very pecular restriction for a patch for
811493 ( MS03-013) which has the following patch
Q811493_XPE_SP2_X86_ENU.exe. Unlike other Microsoft security
patch web pages it says without saying why...

YOU MAY NOT PROVIDE THIS UPDATE OR THE LOCATION (URL)
OF THIS UPDATE TO ANY THIRD PARTIES.

why did microsoft say this? %|

Even though I cannot find the text you are referring to.

Ideally no third party should host our security patches or offer them as the
person getting them needs to know they are genuine and coming directly from
Microsoft.
Links to the precise download address are discouraged as the long URLs you
may see are subject to change.
You should also link only to the original article on our site where we will
provide the correct download location etc.

can't provide a url that showed the message
without violating the url restriction. However, the
restriction was on the microsoft download url for the
following patch

the patch version appears to be for multi-processors.
could this url/patch be blocked for non-usa servers?
That is, could the patch be illegal to transport outside
the USA? %/

the above patch is for a special version of xp
called "Windows XP Embedded" is used to run ATMs.
