Why can't I use the WinKey?

I created a shortcut for locking the computer, and I tried to assign
the WinKey + L keyboard shortcut. But it assigned CTRL + ALT + L
instead for some reason. Pressing CTRL + ALT + L locks the computer,
but pressing WinKey + L only highlights my shortcut. Why won't it let
me use WinKey + L?
